Add optional CommonRequestDto parameter to GetManagerSummary method in both service interface and implementation, and update the controller endpoint to accept it as a query parameter. This allows passing common request data (e.g., pagination, filtering) to the dashboard summary retrieval.

Reference tables (Province, City, BasicTable, IncomeCostTitle, UnitState, Transaction) require stable, manually assigned IDs that are cross-referenced by other entities. Identity auto-generation is disabled to allow explicit ID assignment from seed data.

- Removed commented-out global filter code and replaced with explicit relationship configurations
The CORS middleware was incorrectly referencing `webapp-cors` for the `accessControlAllowCredentials` header, which should use `complex-cors` to match the actual middleware name. Also removed a commented-out TLS certresolver line that was no longer needed.
Updated the connection string environment variable from `ConnectionStrings__Default` to `ConnectionStrings__ComplexConnection` to align with the application's expected configuration key.
